Project Description
UNDP Indonesia and the Ministry of Health (MoH) have been working together in a long-term partnership on health governance that is aimed at narrowing health development gaps and meeting the SDGs commitments. This partnership has been expanded with implementation of activities under the 2020- 2025 Health Governance Initiative (HEART) Program that focus on the support to strengthen Indonesia's health system capacity through policy advocacy, evidence-based generation intervention, technical assistance, and partnerships by adoptions of information technology advancement with total program budget at approximately USD 70 million. The Health Governance Programme has two outputs: (i) By 2025, strengthened national policy and institutional environment that is governing access to affordable medicines through evidence based and multisector collaborations. (ii) By 2025, the performance of national programmes is improved and positively impacts the coverage and the sustainability of services delivery and the health system better integrates environmental concerns in waste management practices to mitigate or limit its impact on environment(s) and prevent and reduce diseases related to climate change.
Since 2007, UNDP is supporting MoH to successfully implement the Global Fund grants in the country. For the grant cycle 2024 - 2026, Global Fund provides USD 309 million grant to Indonesia's National Program for AIDS-HIV, TB, Malaria, and Resilient and Sustainable Systems for Health (RSSH). In order to receive the grant, the Global Fund requires each recipient country to organize and maintain a Country Coordinating Mechanism (CCM), a nationally-representative, multi-sectoral body that: (i) serves as the source of all proposals submitted to GFATM and, (ii) conducts oversight on all active grants in the recipient country. To make sure its effective function, there are Technical Working Groups (TWG) under CCM. TWG is an inclusive multi-stakeholder mechanism tasked with: (i) coordinating activities funded by Global Fund grant, and (ii) ensuring those activities fulfil their respective role within the National Strategy and Action Plan. CCM Indonesia has four TWGs which are for AIDS-HIV, TB, Malaria, and RSSH with TWG members comprise both CCM Members and non-CCM members invited for their expertise in the field. As part of UNDP's support to CCM through its TWG, the HEART Cluster needs a technical expertise capacity to provide strategic input to TWG HIV and ensure that TWG HIV oversight function to Principal Recipient (PR) is well implemented. In coordination with CCM Secretariat, the Technical Associate will be organizing TWG's meetings and visits, support TWG chair and members in doing the oversight function, and ensure that activities supported by Global Fund are facilitated by TWG effectively and efficiently in order to achieve successful grant implementation (which at least achieving B-1 rating).
Duties and Responsibilities
Scope of Work
The Technical Associate HIV will provide technical programme support to CCM and will work together with the TWG Chair to ensure the PR fulfill its roles and function effectively and efficiently, and successfully met the grant performance targets.
The Technical Associate HIV will be responsible for the following tasks:
1. Ensuring that PR meet the grant performance targets, through below activities.The incumbent performs other duties within their functional profile as deemed necessary for the efficient functioning of the Office and the Organization.
Institutional Arrangement
Direct Reporting To : Health Governance Initiative Adviser/HEART Cluster Lead UNDP Indonesia, and in day to day will coordinate with CCM Executive Secretary Overall Reporting To : RRG Team Leader UNDP Indonesia Reportee to This Position : -
The Technical Associate HIV will also be collaborating with other teams in CCM, Global Fund, PR ATM-R, HEART Cluster, RRG Unit, and UNDP Country Team.

Required Skills and Experience
Minimum Education requirements
Secondary education is required. University Degree in in Economic, Management, Public Administration, Communication, Public Health, Psychology, Social Welfare, International Development, Social Science, Health Science, or other equivalent fields will be given due consideration, but it is not a requirement.
Experience
Minimum years of relevant work experience A minimum of 6 years (with secondary education) or 3 years (with bachelor's degree) of successful experience in managing technical support for HIV activities is required.
Required skills

Required Language(s) is required.
Professional Certificates Any relevant professional certificate(s) in the area of required competencies would be an asset but it is not mandatory.
