Overview:
Jhpiego seeks a Technical Advisor, Community Health at national level to technically advise and lead implementation of maternal, newborn and child health (MNCH) and primary health care (PHC) programming at community level in selected districts under the USAID-funded MCGL award in Indonesia. This position will work closely with the Chief of Party (COP) and the Senior MNCH Technical Director to lead and manage community health worker (kader) programming initiatives. The Technical Advisor, Community Health will play a significant role in providing technical standards and direction and will be responsible for the technical quality assurance of the project's activities in the community health area.
Reports to: Senior MNCH Technical Director
Supervises: 12 District Officers across 4 provinces (Banten, East Java, NTT and West Java) (note: until if/when provincial offices are established - supervision will then change to dotted line)
Location: Jakarta
Technical Leadership Responsibilities:
- Provide technical leadership to the development/amendments of the project's workplan and in project monitoring, in close collaboration with MoH, donor, and other stakeholders
- Lead the identification of technical needs related to strengthening the kader home visit approach/system in Indonesia in collaboration with MoH counterparts and key national partners.
- Lead development and/or updating evidence-based training materials, standards, job aids, and curricula, supervisory systems needed for implementation of the community health component of the project in collaboration with MoH counterparts and key national partners.
- Advise MoH on development and updating of kader-related policies, procedures and implementation training guidance, particularly with regard to the home visit approach
- Provide technical oversight, strategic direction, overall coordination/management and leadership of MCGL's community health component
- Serve as technical resource to project's sub-national District Officers in terms of ensuring awareness of MOH national PHC and kader guidance and materials, and in advising on provincial and district level PHC systems strengthening and kader activities
- Provide mentoring and capacity building at the individual and organizational levels in community health and the role of kaders
- Lead the formulation of innovative approaches for scale up of targeted kader and community health initiatives
- Identify and oversee development of the necessary internal tools and resources to support kader strengthening in the field by District Officers
- Other duties as assigned by supervisor
Program Compliance Responsibilities:
- Ensure timely program implementation and compliance to the requirements and regulations of the award
- Work closely with the COP and Senior MNCH Technical Director on setting and completing project priorities and directions and responding to requests for support from counterparts
- Work with the M&E team to design and implement innovative research studies, and implement the M&E plan to regularly track data/results related to kaders and community health to inform adjustments in project implementation
- Collaborate with MoH, implementing partners and all other local stakeholders to ensure that project activities are responsive to and in line with national priorities
- Document successes, lessons learned and challenges in implementation; contribute to the analysis, synthesis, and reporting of project outcomes and results; and prepare and contribute to timely weekly, semi-annual and annual reporting of project activities as needed.
Internal Communication Responsibilities:
- Lead regular meetings and coordination with sub-national District Officers as well as with other MCGL colleagues involved with the community health initiative both at national and subnational levels
- Ensure continuous performance monitoring of supervisees through Jhpiego's JEMS system
Public Relations and Representation Responsibilities:
- Represent MCGL as requested by the Senior MNCH Technical Director or CoP for project progress, achievements and lessons learned through participation in relevant technical advisory/working groups and professional forums
- Develop and maintain strong working relationships with US State Department, Ministry of Health, key representatives of other donor-funded health programs and other key stakeholders in Indonesia to maximize resources and leverage synergies around technical issues and programs related to kaders and community health
Qualifications:
- Advanced degree in public health, health administration, or related field
- At least 9 - 10 years of mid- to senior-level experience implementing and managing complex donor-funded public health programs
- Experience working on health programming and working with community health worker (kader) programs in Indonesia
- Experience working on implementation of primary health care systems in Indonesia
- Excellent interpersonal skills and demonstrated ability to work in a multi-cultural environment
- Ability to work in a complex environment with multiple tasks, short deadlines and pressure to perform
- Excellent written and oral presentation skills, including report writing and dissemination
- Written and oral fluency in English in Bahasa
- Ability to travel within Indonesia up to 50%
