Program Background

The first phase of the Australia-Indonesia Partnership for Health Transformation (KITA SEHAT) is a four-year, approximately A$50 million investment by the Australian Department of Foreign Affairs and Trade (DFAT) to work in partnership with the Government of Indonesia (GoI) to advance Indonesia's human and animal health agendas in identified areas of high priority. Building on elements from the previous phases of Australia's assistance in health sector, including the Australia Indonesia Health Security Partnership (AIHSP), KITA SEHAT will continue to support health security and related systems strengthening in the human health and animal health sectors, while renewing Australia's support for primary health care in line with Indonesia's health transformation agenda. The program will operate across the national level and selected subnational locations, providing strategic advice on policy, governance and service delivery approaches, with a strong alignment with areas where Australia can make distinctive contributions. KITA SEHAT will work through a range of mechanisms including technical assistance, public sector partnership, implementation, research CSO/NGO grants and will coordinate with UN agencies and other development partners to ensure complementarity and avoid duplication. Gender equality, disability equity and social inclusion (GEDSI) and climate resilience will be a strong focus of the program and will be integral to achieving national health goals.

The program's long-term goal will be guided by four end of program outcomes (EOPOs): 

  • Primary health care policy and governance - national and selected subnational authorities have adopted improved primary health policies, service delivery approaches and governance arrangements.

  • Primary health services - selected subnational authorities have improved the quality of and access to primary health services with a focus on stunting prevention and the inclusion of women, people with disability and other marginalized groups. 

  • Health system enablers - national and selected subnational authorities have enhanced core workforce capabilities in critical human and animal health system enabling functions. 

  • Health security - national and selected subnational authorities have increased capacity for health security and animal health policy development, strategic planning and the assessment, mitigation and management of acute and emerging health threats.

The RoleThe main objective of the Liaison Officer position is to strengthen communication and coordination between KKITA SEHAT and the Government of Indonesia, particularly MoH, in order to support the effective delivery of program activities, ensure alignment with national priorities, and promote cross-sectoral collaboration in health security and health system strengthening.

About You

Roles and Responsibilities

The Liaison Officer will assist the KITA SEHAT senior management and program team members in the effective delivery of the program through the following duties:

  • Serve as the primary contact point between KITA SEHAT and MoH, ensuring timely information flow, follow-up on decisions, and support for the organisation of meetings, workshops, and field missions.

  • Work closely with the Human Health Policy Manager, Health Policy and Systems Lead, Health Security Specialist, Animal Health Manager, Implementation Research Manager and other KITA SEHAT team members and technical advisers/specialists in implementing activities with the MoH, and other key stakeholders.

  • Build and maintain effective relationships between KITA SEHAT and government agencies, development partners, private sector, and civil society to support the delivery of project objectives.

  • Collect, analyse, and share relevant information; prepare briefs, reports, and meeting notes; and provide timely updates to the Human Health Policy Manager, and KITA SEHAT Senior Management Team to support decision-making and programme implementation.

  • Identify and flag coordination issues, challenges, or risks; support conflict resolution between parties by providing practical recommendations; and promote efficient cross-sectoral collaboration.

  • Manage stakeholder relationships and support meetings by preparing agendas, presentations, minutes, and follow-up actions.

  • Support the Human Health Policy Manager in the development of Terms of Reference (TORs) for specialists or firms contracted to undertake work in assigned technical areas.

  • Collaborate with the Operations Team in preparing tender documents and participate in tender assessment panels for relevant procurements.

  • Coordinate translation and interpretation needs, either directly or by liaising with professional translators/interpreters and provide support using digital/web-based translation tools when required.

  • Participate in / support project-related meetings, activities, and events as requested and provide status updates on activities managed by subcontractors.

  • Support/facilitate the BAST reporting processes.

  • Ensure that all documentation—including minutes of meetings, agendas, TORs, contracts, activity designs, research outputs, and other deliverables—are properly named, formatted, and stored in the project's shared information management system.

Selection Criteria

Essential Experience and Knowledge

  • University degree in Public Health, Veterinary Medicine, Public Administration, Social Sciences, Economics, Communications, International Relations, or a related field.

  • Minimum of five (4) years of relevant professional experience in liaison, coordination, or partnership roles in national and/or international organisations, preferably in the development sector.

  • Demonstrated experience working with government agencies, development partners, and international organisations.

  • Demonstrated experience in facilitating the BAST reporting processes.

  • Proven ability to organise meetings, workshops, and seminars, including preparation of materials, note-taking, and logistical arrangements.

  • Strong skills in data management, analysis, and research, particularly for activity reporting.

  • Excellent teamwork and interpersonal skills, with the ability to engage effectively with government officials at various levels.

  • Strong communication skills in both English and Bahasa Indonesia (oral and written).

  • Excellent organisational skills and attention to detail.

  • Advanced computer skills, including Microsoft Office applications.

  • Demonstrated initiative, reliability, and integrity.

  • Proven ability to work productively in a diverse, fast-paced environment, and under pressure to meet tight deadlines. 

Desirable

  • Experience working in DFAT-funded programs.

  • Knowledge of MoH institutional structures and prior experience working on projects under MoH.

  • Understanding of public health systems and Government of Indonesia's system.
