PROJECT BACKGROUND
In Indonesia, GGGI is implementing the Nature-Based Solutions for Climate-Smart Livelihoods in Mangrove Landscapes (NASCLIM) project, designed to support the rehabilitation of degraded mangroves and the protection of intact mangrove forests in the provinces of North Kalimantan and East Kalimantan. Funded by Global Affairs Canada, the five-year project focuses on restoring natural tidal flows and introducing sustainable aquaculture approaches. The goal is to increase the resilience of coastal communities and improve access to mangrove resources, especially for marginalized groups, including women. Additionally, the project aims to enhance policymakers' capacity to design and implement evidence-based policies to support mangrove ecosystem rehabilitation and protection. NASCLIM will serve as a model for expanding similar projects and/or used as an example for adoption elsewhere in the country.
The mangrove ecosystems in North Kalimantan and East Kalimantan hold strategic importance for advancing a green economy in the border region. However, these ecosystems have experienced significant degradation due to land clearing for aquaculture ponds, infrastructure development, agriculture, and the use of mangrove wood for fuel—contributing to greenhouse gas emissions and biodiversity loss. This situation demands urgent attention to prevent further environmental damage. Mangrove areas in both provinces spread across various locations and involve a wide range of stakeholders. The active presence of these stakeholders must be recognized as a critical factor in formulating a collective action plan for the protection and sustainable management of mangrove ecosystems. In response to this need, both provinces have established Provincial Mangrove Working Groups (Kelompok Kerja Mangrove Daerah, or KKMD).
The KKMD Action Plans in North and East Kalimantan outline clear vision and goals for the protection and management of the mangrove ecosystem. Both documents demonstrate a strong policy commitment to sustainably managing the mangrove ecosystem. These plans emphasize inclusive community engagement—particularly involving women and vulnerable groups—while simultaneously aiming to enhance local livelihoods, improving institutional capacity, and support national goals toward achieving net zero emissions.
Considering the above, NASCLIM recognizes the importance of recruiting a consultant specializing in institutional capacity strengthening for KKMD. This support is expected to enhance KKMD's effectiveness and strategic role in coordinating mangrove ecosystem management in North and East Kalimantan.
OBJECTIVES OF THE ASSIGNMENT
This consultancy aims to provide technical support to GGGI and the provincial governments of North and East Kalimantan in enabling the KKMD to function effectively as a working group in fulfilling its core duties and responsibilities—as a coordination platform and communication channel for stakeholders involved in mangrove ecosystem management at the provincial level—while also amplifying the voices of local communities.

The scope of work for this consultant will encompass the following components:
1. Support for the Implementation of the 2025 KKMD Work Plan and Strategic Projection through 2029. To ensure the successful execution of KKMD's mandate and to align future initiatives with medium-term objectives, the following activities are proposed:
2. Institutional Capacity Building of KKMD. To strengthen KKMD's institutional role in the governance and sustainable management of mangrove ecosystems, capacity-building efforts will be focused on the following areas:
3. Documentation of Lessons Learned. As part of knowledge management and continuous improvement, systematic documentation of lessons learned from all implemented processes and activities will be undertaken. This documentation will serve as a reference for future initiatives and contribute to the relevant parties of knowledge on mangrove ecosystem governance and institutional strengthening.
DELIVERABLES AND PAYMENT SCHEDULE
The Consultant is required to submit the countersigned Coversheet Form in which the Work Completion section has been signed by the service requestor as the delivery of each service.
To ensure the relevance and quality of deliverables, the Consultant will report to the GGGI Institutional Development Officer. Further working arrangements will be defined once the assignment details and timeline are agreed upon.
