Introduction
The Clinton Health Access Initiative, Inc. (CHAI) is a global health organization committed to saving lives and reducing the burden of disease in low-and middle-income countries, while strengthening the capabilities of governments and the private sector in those countries to create and sustain high-quality health systems that can succeed without our assistance. For more information, please visit: http://www.clintonhealthaccess.org CHAI started supporting Indonesia's Ministry of Health in 2008 to scale up adult anti-retroviral therapy through improving supply chain management, as well as providing technical assistance for improving the quality of ART and laboratory systems to support HIV care and treatment. In recent years, CHAI has expanded its support to the Ministry of Health to other areas including hepatitis and helping to facilitate BMS (Bristol-Myers Squibb) to donate pan-genotypic DAA (Direct-acting Antiviral), daclatasvir, more effective treatment for HCV patient, improving access to family planning, point of care diagnostics, m-health, maternal and child health, and technical support for the Ministry of Health's drive to sustainably fund healthcare. Tuberculosis (TB) remains a leading cause of morbidity and mortality globally, with over 10 million new cases annually. Over the past 15 years nucleic acid testing has become a routine part of diagnostic services in low and middle-income countries (LMICs). Novel point-of-care (nPOC) diagnostic platforms present a promising opportunity to expand rapid, decentralized TB testing. To inform investment, procurement, and implementation planning, CHAI is leading an effort to forecast nPOC demand across six high-burden countries that collectively account for ~45% of global TB cases . CHAI Indonesia is looking for a consultant to conduct rapid assessment to determine the opportunities, conditions, and pathways for the use of nPOC (novel Point of Care) test TB demand forecasting in Indonesia.
Objectives The consultant is expected to 1. Determine priority use cases for nPOC adoption (e.g., replacing smear microscopy, outreach/ACF channels, TB treatment sites). 2. Forecast annual assay uptake (2027-2032) including number of tests projected to be procured. 3. Estimate platform needs based on use cases, country context and plans 4. Develop Indonesia country-specific models that incorporate readiness, funding, and system constraints. 5. Provide evidence-based recommendations to guide national programs, donors, and partners.
Scope of Work The rapid assessment that the consultant will undertake should at least cover three areas of woks: • Data Collection: Gather quantitative data including TB screening, diagnostic testing (volumes, positivity, coverage), historical trends, facility lists with geocoordinates, and budget allocations. • Expert Consultations: Conduct interviews with TB program officials, implementing partners, and local experts to capture qualitative insights on use cases, readiness, and barriers. • Analysis Inputs: Provide data and contextual modelling nPOC.
Deliverables The appointed consultant should provide written deliverables across the three objectives: 1. Priority Use Cases: recommendations on optimal strategies for nPOC introduction, including patient groups and diagnostic algorithm placement. 2. Forecasting: Annual assay uptake forecasts (2027-2032). 3. Platform Estimates: Number of nPOC platforms required over 2027-2032. 4. Sensitivity Analyses: Budget-bound and capacity-bound adoption scenarios. 5. Final Report & Presentation: Consolidated demand forecasting outputs and recommendations for decision-makers.
Timeline • September - Mid October 2025: data collection and expert interviews. • Mid October - Early November 2025: Draft demand models generated. • November 2025: Model refinement and delivery of final outputs .
Budget
The maximum budget available for this proposal is up to Rp 100.000.000,-
Consultant qualifications The consultant is expected to have: 1. Minimum five years' experience working in areas of clinical laboratory field particularly TB Screening 2. Experience working with MOH on clinical laboratory field, especially molecular TB testing, and has laboratory networking both public and private sectors 3. Understanding of Indonesia clinical laboratory structure both in government and private sectors 4. Understanding of TB clinical lab testing. 5. Proven skills & capacity to conduct analysis with both qualitative & quantitative methods. 6. Experience in collecting data/information from many resources. 7. Strong communication skills both written and spoken.
