Schools & Teachers Innovating for Results (STiR Education) is an international non-governmental organization (INGO) headquartered in London, UK, with operations in Uganda and Indonesia. In Indonesia, STiR Education partners with the Ministry of Primary and Secondary Education to strengthen the education system by fostering environments where teachers love teaching and children love learning. This is achieved through the delivery of system-led Continuous Professional Development (CPD) and capacity-building programs for primary school teachers.

Since 2022, STiR—working in collaboration with YBPU for operational support—has implemented its program across three provinces: East Java, West Java, and East Nusa Tenggara, specifically in six districts: Lumajang, Kediri City, Malaka, Garut, Timor Tengah Utara (TTU), and Timor Tengah Selatan (TTS).

As part of a broader global strategic shift, STiR Education is transitioning into an amplification entity—focusing on scaling ideas and learning—while supporting its country programs to evolve into independent, locally governed organizations. STiR plans to transition its Indonesia program into independent entities by 2026.

In this context, STiR Education is seeking a reputable Indonesia-based consultancy Individuals/Firms to carry out an Organisational Capacity Assessment (OCA). The purpose of this assessment is to inform and guide STiR Indonesia's transition from being a branch of a UK-based organization into a fully independent and locally governed entity.

OBJECTIVES OF THE CONSULTANCY

The overall objective of the consultancy is to conduct an Organisational Capacity Assessment (OCA) of STIR Education Indonesia and provide technical advice on what it needs to successfully transition from a branch of a global entity to a local, independent entity.

Specifically:

1. Conduct a desk review of the STIR Education Indonesia existing policies, processes, governance, and team structures, and advise on how to localise them.
2. Create the governance checklist for choosing board members for the local entity
3. Assess the local STIR Education leadership team and its strengths and weaknesses to run a local entity
4. Craft an action plan with timelines on the transition from a branch to a local entity

KEY DELIVERABLES

1. An Organisational Capacity Assessment detailed desk review report on the STIR Education Indonesia policies, procedures, and structure, and an advisory with an action plan on how to prepare for localisation.
2. An OCA report on the assessment of the Indonesian leadership structure and team, and how to prepare them for being an independent entity with an independent governance structure.

TIME FRAME

The whole consultancy will take 30 working days, from 18th  August 2025 to 26th September 2025.

SKILLS AND EXPERIENCE REQUIRED

1. Proven track record in conducting comprehensive organizational capacity assessments of Non-Governmental Organization  (NGO    s), showcasing expertise in designing assessment methodologies, data collection, analysis, and reporting.
2. Demonstrated expertise in developing and implementing tailored capacity-building plans for NGO s, with a focus on enhancing organizational effectiveness, sustainability, and impact.
3. Extensive background (minimum of 5 years) in organizational development, capacity building, and learning and knowledge management.
4. Exceptional written and verbal communication skills in English, with the ability to convey complex concepts clearly and persuasively.
5. Familiarity with the localisation agenda for NGOs  in Indonesia, with specific experience specific socio-economic and political contexts of the target regions, including an understanding of local dynamics, challenges, and opportunities facing NGO    s operating in these areas, will be an added

2. A detailed technical proposal will include proposed methodology indicating the overall process, and a clear work plan including outputs/deliverables and time frames.
3. The financial proposal will include detailed budgets containing total costs as per daily rates maximum 30 days, and any other costs anticipated in undertaking the process of the assignment.
4. Detailed CV of the consultant/firm with a full description of the profile and experience.
5. A cover letter outlining the suitability of the consultant or firm for the assignment, motivation, and summarizing relevant experience.
