Of the priority areas, UNDP is working for a sustainable environment and development policy, which integrates climate change concerns and at the same time proes poverty reduction and human development. Climate change is a reality and urgent actions in climate change adaptation and mitigation are required. With an over 80,000 km long coastline and 17,000 islands, many people in Indonesia are depending on climate sensitive sectors such as agriculture, forestry and coastalmunity economies.

Consequently, Indonesia is especially vulnerable to climate change, with the severe impacts of a changing climate already being felt in various parts of the country. Unreasonably, it is the poor and vulnerablemunities that are being hardest hit by the changing climate. As a result, climate change is directly threatening Indonesia’s recent achievements on poverty reduction and other Sustainable Development Goals (SDGs). In addition to being strongly affected by climate change, Indonesia is also one of the world’s largest emitters of Green House Gasses (GHGs), thus contributing significantly to climate change. Indonesia’s largest emissions originate from deforestation and land degradation and conversion. In addition to causing climate change, these practices threaten livelihoods, biodiversity, peace and stability.

Given the implications of climate change for Indonesia and vice versa, the Indonesia UNDP Country Office coners climate change a top priority issue. Concrete climate change action is required if the Government is going to reach Indonesia’s ambitious emission reduction targets. UNDP is therefore engaging closely with the Government to pursue climate change adaptation and mitigation in the context of an environmentally sound and sustainable development framework. For this purpose, UNDP will put in place enabling environment and proes support on renewable energy generation. The Government of Indonesia (GoI) has enacted number of sustainable energy policies and regulations in response to the Energy Law. These include Government Regulation No.79/2014 on National Energy Policy, which sets a target of 2025 by which renewable energy is expected to contribute 23% to the national primary energy mix and average of 1% annual reduction in final energy intensity through various energy efficiency and energy conservation measures.

To this end, a Natural Resources Specialist recruited will be interacting with the key UNDP partners working in the sustainable energy and natural resources area in Indonesia, including Ministry of National Development Planning/BAPPENAS, Coordinating Ministry for Economic Affairs, MEMR (Ministry of Energy and Mineral Resources), Ministry of Environment and Forestry, Ministry of Agriculture, Ministry of Finance, and non-governmental organizations and civil society organizations as well as other development partners in sustainable energy and natural resources issues.

Duties and Responsibilities

Under the direct supervision of the Head of Unit, the Natural Resources Specialist will undertake the following tasks:

1. Coordinate risk assessment for private sector entities involvement in initiatives led by the Environment Unit:

  • Conduct private sector’s Risk Assessment Tool (RAT)
  • Conduct due diligence for private sector entities
  • Development of documentation to support due diligence, as required

2. Proe strategic direction and support for multi-stakeholder engagement in conducting integrated landscape management design and multi-stakeholder dialogue mechanism through:

  • Facilitate the design of integrated landscape management design involving government, private sector, CSOs and localmunities which integrated system thinking and sense making results through preparation of project brief.
  • Preparation for multi-stakeholder dialogue mechanisms on landscape management (taken from the Project document as well as other updated resources) through preparation of project brief
  • Review each actor’s mandate, plan, map activities, work areas and strengths/weaknesses (sector baseline).
  • Proe technical support to multi-stakeholder mechanisms, especially in regard to the project’s donor coordination and government/civil society partnership-building activities.

3. Facilitates the establishment of a high-quality knowledge building and management information system focusing on achievement of the following results:

  • Effective mechanisms and systems are in place and functioning toentify, document and synthesize lesson learned and best practices for sharing and learning throughout the region.
  • Support reporting mechanisms for the Environment Unit
  • Maintain project briefs and activity information for civil society, bilateral donors, academia, private sectors and other stakeholders as appropriate to support UNDP’s public awareness activities including through preparation of statements and othermunication materials.
  • Provision of high-quality information and analysis to the government counterparts to inform the strategic direction of local development priorities.
  • Coordinate and organize the relevant studies to collate research-based information, eence and facts to enrich the achievement of development results.
  • Ensure development results aremunicated to all relevant stakeholders.
  • Effective strategic input for capacity building training for project/programme staff to facilitate appropriate management and timely delivery of project outputs including in gender analysis and gender mainstreaming
  • Effective contribution to the national and globalwork for gender mainstreaming learning and knowledge sharing

5. Support the development of strategic documents for the Environment Unit:

  • Develop and contribute to strategic documents, projectentification and proposals preparation, annual work plans, as well as other documents, as requested
  • Draft articles for UNDP website and print media
  • Draft press releases in collaboration with Communications Unit and project team
  • Assist with development of information and publicity materials to raise public awareness in close coordination with the Communications Unit
  • Proe inputs to support COVID-19 response programmes and initiatives

Institutional Arrangement

The Natural Resources Specialist will report to the Head of Environment Unit, UNDP CO Indonesia. The expert will also assist the Senior Management and relevant programme managers in the delivery of the stipulated outputs in line with the UNDP Indonesia CO requirements.

Required Skills and Experience

Education:

  • A minimum requirement would be Bachelor’s degree in; Environment, Energy, Project Management, Economics, Climate Change and Sustainable Development; and/or related field.
  • Master’s degree in Environment, Energy, Project Management, Economics, Climate Change and Sustainable Development; and/or related field would be an advantage

Experience:

  • Minimum 7 years for canate with bachelor’s degree or 5 years for canate with master degree of relevant professional experience, preferably in the field of development
  • Experience in in the areas of environment, climate change; renewable/alternative energy; natural resources management; sustainable development would be essential

Required Skills:

  • Excellent interpersonalmunication skills, writing ability and administrative skills.
  • Ability to work in mulisciplinary teams.
  • Ability to engage and negotiate with high level personnel in governmental institutions, external agencies, etc.

Desired Additional Skills:

Language:

  • Fluency in written and spoken English.
