Sponsorship & Strategic Programming MEAL Specialist

ROLE PURPOSE:

Save the Childrenin Indonesia is changing for the better. We have begun to build a national organization that aims to be a strong, local, and self-sustaining voice for children in Indonesia. To this end, SC Indonesia has been designated as a " Prospect Member ". As Prospect Member Indonesia has been identified as part of the next way of new member development, which focuses on strengthening and localizing our voice for children in strategic middle-income countries. Indonesia has been authorized by member ballot to start fundraising locally as a first step towards building a financially sustainable local organization. Future work will also involve developing a strong local governance structure and building key partnerships with local government, the private sector, local civil society among others. Success of the pilot phase will set the Indonesia on a pathway to full membership.

Save the Children in Sumba is implementing a comprehensive long-term Sponsorship Program and potentially other programs within the next several years. This post holder will work under the supervision of Sumba Field Manager to ensure that staff at Sumba Field Office and partners understand the complex MEAL (monitoring, evaluation, accountability, and learning) program framework and plan and deliver them as required and support the MEAL and program teams at Sumba Field Office and partners with mechanism for program monitoring and reporting against the set indicators. S/he will manage effective documentation/knowledge management of lessons learned and accountability mechanism of implemented programs and shared for improved program intervention quality at Sumba Field Office and by partners.

SCOPE OF ROLE:

Reports to: REALM Manager with dotted line to Sumba Field Manager (Sponsorship) and Basamo Project Manager.

Dimensions: This MEAL Specialist role will be expected to look after Indonesia strategic programming, including Save the Children’s Indonesia Sponsorship program and BASAMO Project. This post holder will be in charge of monitoring, evaluation, accountability and learning activities by SCI and by partners at the national office and designated project offices. She/He will ensure implementation of all MEAL activities and related outputs meet quality benchmarks, and to ensure the collection and consolidation of quality data & analysis for a wide range of purposes and strategic decision making. 70 % of the LOE is allocated to support Sponsosrship program at the Sumba Field Office and partners, 10 % of the LOE to support Basomo Project, and 20 % of the LOE to support the National Office.

KEY AREAS OF ACCOUNTABILITY:

Support Implementing Partners at Sumba Field Office

Job Holder serves as a principal and expert advisor on MEAL to support Local Implementation partners in monitoring implementation progress, ensuring grantees meet the quality programs full objectives, advising on and initiating evaluations, etc ensure compliance with Sponsorship program goals. The minimum support provided to partners is as follows:

  • Provide technical assistance and technical direction for Sponsorship program implementation to ensure that Partners align with the Sponsorship CASP module and meet the quality standard, and provide technical assistance for BASAMO Program implementation to meet the program quality standard.
  • Support partners on developing the MEAL system and meet the minimum Save the Children standard on monitoring the program.
  • Support the development and facilitation of joint working to ensure the delivery of and engagement on key priorities and projects within the Single Integrated Plan.
  • Provide effective management and supervision of partners MEAL to ensure that the set MEAL plan satisfies quality programming as outlined in the required standards.
  • To provide specialist advice, planning, and project management support to partners to enable effective data management systems.
  • Lead MEAL implementation: this will include monitoring performance against the plan and reporting progress every month.
  • Joint in the monthly regular meeting that set by the program implementation to provide update, reflection, learning and action plan.
  • Lead on the evaluation processs design and implementation to assess the effectiveness of the MEAL systems on a bi-annual and annual basis. Results will need to be collated and analyzed, and the findings will develop an action plan for improvement. Progress against the action plan will need to be monitored and reported every quarter.
  • Lead on the coordination and ensuring issued, collated, and analyzed every quarter.
  • Develop of Implementing Partner capacity-building curriculum and provide technical support to ensure partners can implement MEAL activities in the Sponsorship Impact Area.
  • Led the process of developing and testing of partners integrated MEAL systems using technology.

Strategy and Leadership

  • Develop and implement strategies to ensure clear guidance and standards for MEAL deliveries and technical assistance at Sumba Field Office partners and comply with Save the Childrens vision and mission.
  • Provide effective management and supervision of MEAL Officer Sumba to ensure that the set MEAL plan is achieved to satisfy quality programming as outlined in the required standards.
  • Manage effective communication and coordination within internal program teams and with MEAL and program teams of partners to ensure quality programming and achievements of the MEAL plan as required.
  • Together with the program team, develop strong and effective relationships with district government officials, school committees, and related government and non-government stakeholders.
  • According to the set guidelines, support program and operations teams manage, develop and produce annual Sponsorship retention communications to send to related donors.
  • Take the lead in facilitating requests from GSO (Global Sponsorship Operations) and STWG (Sponsorship Technical Working Group) on MEAL within coordination with Sumba Field Manager and related program lead(s).
  • Lead to support program teams at Sumba Field Office and partners with communication and reporting on MEAL and others as necessary.
  • Develop systems to improve the MEAL capacity for Sumba Field Office staff to ensure MEAL contributes to quality programming.

Involvement in Development and Implementation of High Quality Programming

  • Provide high-quality MEAL deliveries and technical assistance for Sumba Field Office staff and partners as set by the required standards.
  • Take the lead in ensuring the completion of MEAL deliveries within the required timelines.

Compliance

  • Ensure that the MEAL deliveries and standards are implemented and adhered to throughout MEAL deliveries.
  • Work with Sumba Field Manager and program lead(s) of Sumba Field Office and partners to monitor program implementation, develop effective strategies to meet all the required KPIs for quality programming, and take immediate actions to work towards unmet KPIs.
  • Facilitate mid-review, annual review, and other review and/or assessment activities at Sumba Field Office and ensure partners deliveries of the same activities.
  • Work with Sumba Field Manager, program and operations lead(s) when developing Sponsorship Annual Plan, Sponsorship Annual Report. Sponsorship Annual Status Report, semester reports to local government, and other reports as necessary.
  • Provide technical assistance to BASAMO Program Coordinator and partner in developing effective strategies to meet all the KPIs for program quality and provide advise for immediate actions towards unmet KPIs.

Staff Management, Mentorship and Development

  • Train and mentor program staff in implementing MEAL activities.
  • Provide coaching, mentoring and other developmental opportunities as necessary. The development opportunities include regular staff capacity building.
  • Manage the performance of MEAL staff and non-staff by applying effective use of the Performance Management System, including establishing clear, measurable objectives, ongoing feedback, periodic reviews, and fair and unbiased evaluations.
  • Provide recognition and rewards for outstanding performance by MEAL staff and non-staff.
  • Provide documentation of a performance that is less than satisfactory, with appropriate performance improvements/ work plans.
  • Be responsible for the work and professional conduct of MEAL staff and non-staff and ensure that appropriate expertise is developed and maintained through continuing professional and personal development.

Emergency Response Management

  • Work with Sumba Field Manager to strengthen staff at Sumba Field Office to respond to emergencies on Sumba Island in line with global SCI emergency policies.
  • Work with Sumba Field Manager to lead small-scale emergency responses as they arise at Sumba Field Office.
  • Work with Sumba Field Manager to ensure there is an emergency roster for Sumba Field Office staff who can be called upon to respond to emergencies as necessary.

General

Any other task and responsibilities assigned by REALM Manager, Sumba Field Manager, and BASAMO Project Manager to comply with Save the Children and Yayasan Sayangi Tunas Ciliks policies and practice with respect to child protection, code of conduct, health and safety, equal opportunities and other relevant policies and procedures.

QUALIFICATIONS AND EXPERIENCE

  • Bachelor’s degree or equivalent in relevant areas.
  • At least five years of working experience in MEAL related activities.
  • Proven experience in research, monitoring and evaluation, accountability mechanism, and knowledge management.
  • Computer literacy skills in related monitoring and evaluation tools and other database programs.
  • Proven ability to work effectively within set timeframes and with demonstrated impact.
  • Proven and demonstrated writing and presentation skills in Bahasa Indonesia and English.
  • Proven experience of leading a team and working closely within team.
  • Excellent in social and interpersonal skills.
  • Strong communication skills.
