JOB PURPOSE

People in Indonesia suffer from the triple burden of malnutrition, the coexistence of undernutrition, overnutrition and micro nutrient deficiencies. Micronutrient deficiency, also called hidden hunger, is acknowledged as a sever public health problem. The high prevalence of anaemia and stunting (27.7% in 2019), indicates that high rates of multiple micronutrient deficiencies are highly likely.

Increasing access to and consumption of post -harvest fortified rice is a cost -effective means to address high rates of micronutrient deficiencies, This has high potential in the case of SEMBAKO beneficiaries in Indonesia, who have few resources and limited access to diverse diets to meet their nutrient needs.

WFP Plans to support and strengthen the capacity and commitment of government and private sector to increase access and consumption of fortified rice among populations most vulnerable to micronutrient deficiencies, through Government programmes and retail markets. This is to be achieved in close partnership with Government at national and sub-national level, civil society organizations, sister UN agencies and the private sector.

The Rice Fortification Officer reports to the Head of SO3 Nutrition Rice Fortifications & Social Behavior Change and Communication (SBCC), with overall guidance from the Deputy Country Director (DCD). The Programme Policy Officer (PPO) is expected to ensure that the WFP Indonesia strategy to scale up post- harvest fortified rice through social safety nets and the retail market or other potential channel is aligned with the Government of Indonesia targets and systems, global evidence and the DSM- WFP Global Partnership.

KEY ACCOUNTABILITIES (not all-inclusive)

1. In collaboration with the Head of SO3, with guidance from the DCD, support the expansion of WFP Indonesia strategy and mobilize resources to support the scale up of post- harvest fortified rice.
2. In coordination with the supervisor, represent WFP Indonesia within all DSM/WFP Global partnership coordinating, reporting and planning mechanisms.
3. Drawing from the expertise and documentation within the DSM -WFP global partnership, ensure evidence is well documented and available for dissemination within the Indonesia context to support the WFP Technical assistance, targeting Government and private sector stakeholders.
4. As per the programme framework and joint Government work plan, provide strategic guidance and coordinate WFP technical assistance to strengthen the policy and regulatory framework through the national Rice Fortification Technical Working Group.
5. With guidance from senior management, and in close coordination with his/her supervisor strengthen the partnership with the Asian Development Bank and the World Bank through potential joint research, provision of technical assistance, south-south knowledge exchanges, and leveraging funding.
6. Provide technical assistance to design, implement, monitor and evaluate pilot projects that are replicable at scale for the improving access and affordability of fortified rice.
7. Identify opportunities and resources for and coordinate south-south learning and knowledge exchange to enhance capacity within the Government and private sector to scale up post- harvest rice fortification.

8. Drawing on expertise within the DSM/WFP global partnership and WFP regional advisors, and working in close collaboration with national partners (e.g. National Food and Drug Control Agency – BPOM), coordinate and support provision of technical assistance to inform the development of national standards, and regulatory framework.

9. In partnership with Government counterparts and private sector, design and support a strategy to increase awareness of the benefits of fortified foods – especially rice.

10. In close collaboration with WFP regional bureau expertise, facilitate and provide technical assistance to strengthen fortified rice production and quality assurance in support of domestic fortified kernel production and contextually appropriate blending solutions.
11. Explore and engage with potential private sector and industry partners to support the rice fortification programme development, enhance networking and fostering good relationship with relevant government counterparts, academia and development partners.

12. Any other duties, as required, in line with expertise and job context.

STANDARD MINIMUM QUALIFICATIONS

Advanced University degree in Nutrition, Public Health Nutrition, Food Technology, Medicine, Social Sciences, or other field relevant to international development and nutrition. University Degree with additional years of related work experience and/ or trainings/courses.



Language: Fluency (level C) in English and Bahasa language.


REQUIRED EXPERIENCE

One year post-graduate relevant professional experience with Master’s degree, or three years post graduate relevant professional experience with a first University Degree

Demonstrated experience working at the national level to influence Government programmes in the sectors of health, nutrition, and/or social protection (or other related fields)

At least 3 years implementing and designing programmes/ projects, related to large scale food fortification, improving micronutrient health or other relevant areas of work

DESIRED EXPERIENCES FOR ENTRY INTO THE ROLE

Experience providing technical assistance to GOI and private sector partners on food fortification (preferably rice)

Two or more years of relevant experience would be an asset.

Background (academic or on-job) in food fortification, including rice fortification and its related technologies.

Knowledge of food systems, and Government of Indonesia commitments to food system transformation.

KNOWLEDGE & SKILLS REQUIRED

Excellent analytical and research skills; Knowledge of data visualization tools is an advantage.

Demonstrated ability to produce high-quality written outputs in English;

Proficiency in Windows MS Office (Microsoft Word, Excel, PowerPoint, Outlook).

Good analytical, problem solving, communication, and interpersonal skills

Ability to convey an informed and professional demeanor toward internal and external partners and stakeholders;
