Description of Work Are you passionate about the environment and want to make a difference? DEQ has an open opportunity for an Environmental Specialist I. DEQ Employee Benefits This position currently qualifies for a hyb telework option with routine office and remote workdays. The NC Department of Environmental Quality trusts our employees to be self-motivated and successful in hyb/remote roles. Telework options are subject to change at the discretion of management. The Water Quality Regional Operations Section (WQROS), with offices in Raleigh and seven regional offices, focuses on the protection and enhancement of the state s surface water and groundwater. Regional office personnel are often the public s first contact with the agency for environmental permit acquisition andpliance, and for environmental emergencies. The Raleigh Regional Office serves 16 counties in central and northern North Carolina. Entry level Environmental Specialists serve as professional staff members involved in facility inspections, field investigations, permitting,pliance determinations, enforcement, and more. Key Responsibilities
  • Perform regional activities required for processing and issuing permits, approvals, certifications, and/or stream determinations,
  • Perform on-sitepliance inspections of wastewater collection, pretreatment, treatment, and/or disposal systems including industrial, municipal, reential, and/or Animal Feeding Operations,
  • Review monitoring reports from permitted facilities to determinepliance with permit requirements and limits,
  • Conduct investigations ofplaints and reports of illegal discharges involving permitted and non-permitted facilities; prepare related correspondence and enforcement actions as warranted,
  • Respond to environmental emergencies as a Division of Water Resources representative (may require a response to occur after hours and/or on weekends, on a limited basis),
  • Perform water quality evaluations including water sampling, preliminary testing, site assessment, some data input,
  • Proe technical assistance and outreach/education in a professional manner,
  • Complete routine administrative duties (e.g., electronic records, work plans, training, routine staff meetings).
Additional Information This position requires the ability to walk through rough, steep, and uneven terrain and work in unfavorable conditions, including exposure to inclement weather, noise, dust, fumes, machinery, and insects. Sufficient mental acuity and dexterity to manage unforeseen problems and dangerous situations in remote field situations and the ability tomunicate with other employees and the public to effectively perform the activities is required. Must possess the ability to train personnel and share knowledge of practices related to their job duties. Work requires ability to analyze data and reports, independent judgment, decision-making ability, adaptability to policy and regulatory changes, and the ability tomunicate technical information in a professional manner in all modes ofmunication. A va North Carolina driver s license is required. The Division of Water Resources: The Division of Water Resources is responsible for protecting North Carolina’s drinking, surface and groundwater for all waterbodies including lakes, streams, rivers, wetlands and aquifers. This environmental stewardship is aplished through actions including permitting issuance, investigations, regulatorypliance and enforcement, monitoring and field assessments, certifications, laboratory analysis and testing, planning, water quality standards management, educational outreach and other efforts.
