Program Development Specialist - Jakarta

ROLE PURPOSE:

The Program Development Specialist will use their in-depth contextual understanding, technical expertise and relationship building skills to define and deliver Save the Children’s global goals. Working alongside and reporting to the Director of Program Development and Impact (PDI) Unit, the Specialist’s working coverage includes championing Save the Children’s ambitions in our strategic and programmatic work across the country to related staff, implementing partners and others.

The role is responsible for:

  • Strategic Planning (10%): Supporting our Indonesia Country Strategy to engage children, youth and women towards their rights, education, empowerment, resilience and welfare.
  • Program Design and Development (60%): Contributing to the program design and proposal development to secure funding for Indonesia’s development programs.
  • Advocacy for and with Children (10%): Supporting advocacy efforts to further policy and legislative reforms throughout the country.
  • Monitoring, Evaluation, Accountability, Learning / MEAL (10%): Contributing to enhancing collaboration and the dissemination of best practices, evidence, and learning.
  • Technical Leadership (10%): Provide technical guidance to enhance the implementation of best practices throughout the country and to grow a cadre of program development champions.

The Specialist will also support the establishment and operation of Monitoring, Evaluation, Accountability, and Learning (MEAL) mechanisms that underpin large-scale implementation. Additionally, the role involves advocating effectively for children in accordance with the Theory of Change (ToC) and bolstering the organization’s strong brand by ensuring adherence to global branding procedures and enhancing brand recognition in the local market.

The Specialist contributes to the development of strong relationships and partnerships with external stakeholders, including government authorities, boards, members, donors, partner agencies, local and international NGOs/civil society organizations, and the private sector. In the event of a major humanitarian emergency, the role holder will be expected to work beyond the normal role profile and to adjust working hours as necessary.

KEY AREAS OF ACCOUNTABILITY:

Strategic Planning (10%)

Supporting our Indonesia Country Strategy to engage children, youth and women towards their rights, education, empowerment, resilience and welfare.

  • Actively contribute to advancing our Country Strategic Plan (CSP) 2022 – 2024 and 2025 – 2027, by advancing our Strategic Goals (SGs):
  • SG 1: Prevent newborn deaths and stunting through holistic and integrated support to maternal health and by nurturing early child development in the first 1000 days of life.
  • SG 2: Address learning loss among the most marginalized children, including those with disabilities, through a safe, continuous, and inclusive high-quality education system.
  • SG 3: Strengthen child protection systems at all levels of government, ensuring inclusive protection of children from various forms of violence, exploitation, neglect, and early and forced marriage.
  • SG 4: Enhance the resilience of children and communities to counteract the adverse impacts of climate change and disaster risks on their lives through child-sensitive social protection measures.
  • SG 5: Enhance the rights of children and youth to participate in government decision-making processes on issues that impact them.
  • Support the creation and revision of the Country Annual Plan (CAP), Country Annual Report (CAR), and Child-Rights Situation Analysis (CRSA), as well as Thematic Strategy. Ensure high-quality, needs-driven programming and secure engagement and commitment from all stakeholders, both internal and external.

Program Design and Development (60%)

Contributing to the program design and proposal development to secure funding for Indonesia’s development programs.

  • Facilitate the development and submission of high-quality, evidence-based proposals for child-focused programs aligned with strategic goals (SGs) and Save the Childrens principles. This includes supporting the Director of Program Development and Impact (PDI) Unit in aligning proposal processes with National Office procedures and maintaining a bank of concept notes and proposals for the organizations program and campaign priorities.
  • Apply all Save the Children’s standards and procedures related to quality programming and accountability, including the application of the cross-cutting approach such as Child Protection, Climate Resilience, Gender Equality, Disability and Social Inclusion (GEDSI), and Child Participation.
  • Support regular discussions with Program Development and Impact (PDI), Resource Mobilization and related Partnership, Strategic Program and Operations (PSPO) teams to develop new and potential programs and products that can be marketed to potential donors.

Advocacy for and with Children (10%)

Supporting advocacy efforts to further policy and legislative reforms throughout the country.

  • Foster collaboration with teams, children, and stakeholders to weave Save the Children’s strategic goals (SGs) into advocacy activities, thereby elevating Save the Children Indonesias profile and impact.

Monitoring, Evaluation, Accountability, Learning / MEAL (10%)

Contributing to enhancing collaboration and the dissemination of best practices, evidence, and learning.

  • Collaborate with the MEAL (Monitoring, Evaluation, Accountability, and Learning) team to enhance a culture of learning and accountability by contributing to a rigorous evaluation process. This involves systematic collection, analysis, and sharing of evidence at national and international levels, developing detailed logical frameworks, indicators, and monitoring plans aligned with Strategic Goals (SGs), and fostering a learning agenda that reflects global policies and program innovations. Additionally, manage the efficient organization, storage, and dissemination of learning materials, policy briefs, research, and proven practices to all stakeholders, including beneficiaries, and consistently report on SGs progress and insights for collective organizational and individual growth.

Technical Leadership (10%)

Provide technical guidance to enhance the implementation of best practices throughout the country and to grow a cadre of program development champions.

Engage in regular Community of Practice (CoP) sessions or Technical Working Groups (TWG), where you can introduce relevant tools and resources to promote best practices, evidence-based learning, and knowledge sharing. Through this participation, disseminate expertise not only within Save the Children and its implementing partners but also to external civil society and government entities, thereby enhancing business development opportunities.

    QUALIFICATIONS and EXPERIENCE

    Essential :

    • Masters degree in Social Sciences, International Development / Development Studies, or a related field; however, an additional two years of professional experience may substitute for the Masters degree requirement.
    • A minimum of 3 years experience related to developing and executing programs in developmental contexts.
    • Familiarity with the project management cycle and budgeting processes.
    • Advanced verbal and written communication skills in Bahasa Indonesia and English, including the development and presentation of concept notes, funding proposals, and tenders for developmental and humanitarian programs.
    • Exceptional analytical, interpersonal, collaborative, problem-solving, presentation, and negotiation abilities.
    • Excellent computer proficiency, including the ability to operate fundamental software applications such as Microsoft Word, Excel, PowerPoint, Teams, and SharePoint with ease and efficiency.

    Desirable :

    • Competent in using data and evidence to innovate, implement, and share effective solutions for children, youth and women’s rights and wellbeing.
    • Proven ability to create innovative, high-impact programs with a focus on achieving systemic change.
