Management Sciences for Health (MSH) is seeking a Technical Director (TD) for a new five-year USAID-funded project, BEBAS TB in Indonesia, to help accelerate achievement toward 2030 tuberculosis (TB) elimination targets. OVERALL RESPONSIBILITIES: Working closely with the Chief of Party (COP) and Deputy COP (DCOP), the Technical Director will lead the development and implementation of evidence-based technical strategies to achieve BEBAS TB program objectives. This position will be responsible for all BEBAS TB program technical direction, ensuring that technical staffing is aligned with the project’s vision, goals, and plans to achieve program results. With the guidance and support of the COP and in collaboration with the DCOP, the Technical Director will coordinate the provision of technical services, harmonize efforts and maximize synergy and integration between project program areas to develop and implement technical strategies, approaches, and plans. In collaboration with the DCOP, the Technical Director will inspire staff to apply results-based methods for timely delivery of TB services to the clients we serve, including but not limited to producing high-quality deliverables and documentation of the project’s successes and lessons learned for local and international audiences. The Technical Director should possess strong research and analytic skills and work with project staff to develop high-quality technical products such as papers, peer-reviewed journal articles, and advocacy materials. In collaboration with the DCOP and MERL Director, the TD will be responsible for the planning, coordination, and managing the technical direction of all activities including the work of sub-recipients in the provinces, districts and communities of the project area. The TD, in collaboration with the DCOP, ensures a comprehensive approach to institutional development and strengthening and provides technical leadership to ensure seamless planning, implementation of activities and technical support. SPECIFIC RESPONSIBILITIES In consultation with the Chief of Party, the Technical Director will have the following responsibilities: Program implementation:
  • Working in close collaboration with the COP, DCOP, and MERL Director, contribute to the annual work plans development, implementation, and review in alignment with donor strategy.
  • Together with the DCOP, oversee the development and technical implementation of program work plans and strategies for the project areas aligned with the Government of Indonesia’s priorities.
  • Collaborate with the COP, DCOP, and F&A Director to implement and monitor robust risk management and mitigation strategies, ensuring compliance with donor/MSH rules and regulations.
  • Collaborate with the DCOP to implement and scale up evidence-based technical strategies in targeted provinces in Indonesia, aligned with the program mandate.
  • Interact with internal and external resources, partners, donors, and staff to coordinate efforts and bring new ideas to strategies and approaches.
  • Supervise the Senior Technical Advisors team and consultants, and in close collaboration with the DCOP, coordinate technical assistance to ensure high-quality and timely deliverables.
Technical implementation:
  • Oversee the technical design and implementation of activities to strengthen and scale up community-based and health facility programs in both private and public sectors in target provinces to increase access to and the quality of TB control activities.
  • In collaboration with the DCOP and MREL Director, analyze and use BEBAS TB program data to make strategic and evidence-decision decisions regarding project implementation.
  • Ensure that the BEBAS TB program adheres to TB control national and internationally accepted norms and standards and that best practices and approaches are well-documented and highlighted through activity implementation
  • Together with the DCOP and MREL Director, develop quality program progress reports (quarterly, annual) for USAID.
  • Produce high-quality documentation of the project’s successes and lessons learned for local and international audiences, including documentation of evidence-based technical strategies.
  • Promote a team approach that emphasizes high-level technical performance, creative and innovative approaches, and the achievement of project objectives.
  • Oversee technical partner activities.
  • Provide technical leadership and oversight for the project and ensure the efficient implementation of project activities and the timely reporting of those activities to USAID and MSH headquarters.
Monitoring, Evaluation and Reporting:
  • Together with the DCOP and MERL Director, oversee the development and ongoing use of a project monitoring and evaluation plan, including indicators linked to results, that meets all MSH, MoH Indonesia/National TB Control Program (NTP) and USAID reporting requirements.
  • Together with the DCOP and MERL Director, provide appropriate leadership for timely, and accurate monitoring and evaluation of project activities and outcomes, and complete and submit project (quarterly, annual) reports to meet all USAID requirements.
  • In consultation with the DCOP and MERL Director, oversee documentation of results and lessons learned from this project and the dissemination of this information within, and beyond the project, and USAID/Indonesia.
Relationship management:
  • In consultation with COP, represent the project in national and provincial meetings, other Indonesia government agencies and collaborating agencies on all technical matters related to the project.
  • Respond promptly to the COP and other key stakeholder inquiries and concerns.
  • Maintain good working relationships with project staff and partners.
QUALIFICATIONS
  • Master’s degree in public health or an advanced degree in a related health field from an accredited college or university. A medical doctor degree is advantageous.
  • Demonstrated technical knowledge and progressive experience in designing and/or managing TB prevention and control programs
  • Experience interacting with donors, implementing partners, and host country government.
  • Demonstrated supervisory experience. Must have a proven track record of building teams and fostering collaboration to achieve goals, meet milestones, and produce high-quality, written qualitative, quantitative, and narrative deliverables.
  • Familiarity or experience with the Indonesian health system is required.
  • Strong analytical and computer skills (Word, Excel, PowerPoint, web?based research). This includes data analytics.
  • Excellent written and oral communication skills in English required. Fluency in Bahasa Indonesia is an advantage.
