Campaign Manager – Jakarta

ROLE PURPOSE

Campaign Manager will support the organization with accurate, extensive, and thorough technical assistance for Aksi Generasi Iklim (AGI) and other relevant climate crisis campaigning. The post holder will be responsible to lead the development of AGI strategi and implementation of annual activation plan that require him/her to implement all quality framework components. He/she will ensure that AGI campaign activities will be able to influence children and youth, family, government, relevant stakeholders, and public at large at the national level to change social behavioural, the policies and practices against impact climate crisis to children. The post holder will be working also with Project Managers, MEAL team, and youth group to collect best practices and support campaign activities in project/sub national level. The post holder will need to upgrade his/her capacity on understanding the content of issues, the context, and trends. The post holder will be active to make communication and discussion with relevant government, donors, SC Members and SCI, experts, academia, civil society alliance/association/network and policy makers both individually and by group.

A ksi Generasi Iklim (AGI) is Save the Children Indonesia campaign program that contextualize Save the Children International Generation Hope global campaign. AGI is the movement to build resilience for and with children in responding to the impact of the climate crisis on childrens well-being. AGI aims to increas e the capacity of children, youth and families to face the climate crisis by adapting to environmental changes and encouraging transformative and child-sensitive policies. AGI began in 2022 and will end in 2026.

SCOPE OF ROLE

Direct Reports: Advocacy Specialist

Close partners : Advocacy Manager, Media Manager, Communication Manager, Directors/Managers/TA of Climate Change Program, dan Child Participation Specialist.

KEY AREAS OF ACCOUNTABILITY

General

  • Develop strategy of AGI campaign for three years and annual activation plan that reflect commitment to Save the Children’s vision, mission, and resilient approach that covers coping, adaptation, and transformation of role that fit change of climate and behavioural as well develop awareness, engagement and mobilization of children and youth.
  • Managerial lead of Campaign program of organization (AGI for the effective of social behavioural change campaign strategy, plan, and implementation.
  • Co-technical lead of Campaign program of organization (AGI) and responsible for the quality of AGI campaign,
  • Together with Resource Mobilization seek funding for AGI and monitor trends in the external environment, identifying opportunities to promote our objectives and funding,
  • Develop fluent and smooth communication and coordination with relevant program team, Technical Assistance and MEAL team in implementation of activation plan of AGI and mobilize resource to support AGI.
  • Manage financial works with Procurement and Financial unit in in supporting activation plan of AGI implementation and comply with Policy and Procedures.
  • Ensure strong policy analysis, acknowledgement of political context, identification of opportunities for policy and public change and get support from stakeholders that related to AGI.
  • Support projects team on and planning, monitoring and evaluation of campaign-related objectives, mapping of key opportunities and events, organisation of Save the Children moments and events as well as the identification of key potential partners, coalitions. and networks,
  • Develop fact sheets and policy paper and messages for the purpose of advocacy and campaign in AGI,
  • Develop research partnerships in AGI in collaboration with the Program Impact and Creation unit that enable us to generate new and original policy insights and campaign,
  • Represent Save the Children externally, including at high level meetings and through cross-organisational working groups and civil society networks,
  • Carry out the responsibilities of the role in a way which reflects Save the Childrens commitment to safeguarding children in accordance with the Child Safeguarding Policy,

As a member of the Extended Management Team, contribute to

  • Leadership of campaign overall work.
  • The development of an organizational culture that reflects our dual mandate (humanitarian and development) values; promotes accountability and high performance; encourages a team culture of learning, creativity, and innovation; and enables our staff to deliver outstanding results for children.
  • Provide feedback on issues of cross-cutting importance to Save the Children in Indonesia including on financial management, communications, advocacy, and human resources.
  • Help establish, maintain, and improve active and regular working relationships with host government authorities, donors, partner agencies including major institutional donors, and local and international NGOs.
  • Ensure Campaign of AGI comply with all Save the Children Quality Framework Standards and Standard Operating Procedures.
  • Share good practices and lessons learned from ACCM department especially on social behavioural change analysis with other programs and operations staff.

Effective ACCM for children that supports the theory of change

  • Support ACCM Strategic to develop overall medium and long-term national and provincial advocacy and campaign strategies on AGI aligned to the overall strategic direction of the organisation.
  • Support ACCM team on ensuring that advocacy and campaign AGI is an integral part of Save the Children’s work to achieve lasting changes and ensure that social behavioural change approach and plans are part of the Country Strategic Plan (CSP), the Country Annual Plan (CAP) and programme strategies.
  • Collaborate with the ACCM as well as project team through providing inputs into design of AGI components of national and sub-national advocacy, campaigns, and related initiatives, and raising the profile of Save the Children Indonesia,
  • Contribute on ensuring AGI coherence and reinforce strong and effective synergies between fundraising, branding, marketing and communications, programme, advocacy, and campaign to maximise Save the Children impact.
  • Develop and maintain an in-depth understanding of key AGI advocacy and campaign issues and of the positions of key actors at all levels (both national and regional), including key ministers, political, civil society and economic leaders, donors, media editors, experts etc.
  • Contribute to the development of our ACCM capability and be the key driver in establishing Save the Children and the national foundation as the leader in child’s rights issues in Indonesia.
  • Support the ACCM team to undertake and/or commission research on specific issues to inform present and future advocacy choices and to build Save the Children’s branding position and coordinate high-quality briefings, letters, and other written material for internal and external use.
  • Contribute to the production of AGI policy briefing papers, policy position statements and public communication related to key advocacy issues.
  • In emergencies, support on the development of advocacy messages and, if required, a complete social behavioural change strategy (in line with Save the Children’s humanitarian procedures and categorisation of emergencies).

Effective Communications and Strong brand and reputation building

  • Position Save the Children as the leading organisation for children’s issues in the country, with child rights at the core of the advocacy work.
  • The post holder will ensure that active advocacy, campaigns, and external communications are used to influence public opinion and political commitment nationally in support of children’s rights.
  • Support in identifying and managing potential risks associated with Save the Children’s public positions and design strategies to mitigate the risks that have been identified.
  • Contribute on ensuring that the branding and communication guidelines of Save the Children are uniformly and consistently followed across the Indonesia Country Office.
  • Helping to build a strong brand for the organization by ensuring compliance with global brand procedures, awareness of brand in local market and use of media products.
  • Contribute to ensuring all project staffs are aware and are actively involved in building and maintaining the brand in all office and project sites and with all projects external stakeholders including partners.

  • In line with guidelines provided by SMT, contribute to promoting an environment of continuous learning, where staff is encouraged and supported to grow and develop and are willing to be held accountable for their commitments.
  • Promote culture of high performance through implementing necessary processes to measure performance against key indicators at field office level.
  • Ensure effective communications and collaboration with other departments and area offices.

  • Contribute to the implementation and integration of quality humanitarian and development programmes, including allocation of resources and ensuring that appropriate controls are maintained at all levels.
  • Support establishment of protocols, incentives, and coordination, to ensure clarity and efficiency in how each team will work together within Indonesia and other Save the Children offices.
  • Support robust learning culture where teams and individual staff can share openly successes and failures for continuous improvement at organisational and individual levels.
  • Collaborate and participate to measure organizational performance against strategic goals and anticipated outcomes.
  • Participate to identify innovative and best practices to leverage opportunities and enhance the potential for delivering greater value in each of the field offices and ensure that divisional areas collaborate to best effect.
  • Engage SCI staff, partners, and other stakeholders at field office level to create real shared ownership and collaboration.

Cross Functional Working Groups and KPIs

The Post holder may be assigned to lead one of the cross functional working groups. He/she may also be requested to participate in cross functional working groups as and when required and to contribute to Global KPIs.

    QUALIFICATIONS

    • Master’s degree in communication, Social Science, Development, Public Policy, Journalism, PR or equivalent.
    • Min 10 years with 3 years at the same level, including 5 years advocacy and campaign experience and had successfully support the development and implementation of advocacy and campaign strategies.

    EXPERIENCE AND SKILLS

    • Deep knowledge of the children’s issues in Indonesia and climate crisis.
    • Highly understanding and experienced in implementing campaigning techniques and approaches,
    • Substantial experience of climate change campaign as well as contributing to the development and implementation of campaign strategies,
    • Experience in influence government, donors, other organisations and public at large through representation and/or delivery campaign messages,
    • Experience in creating and delivering campaigns and communications strategies at the relevant level in partnership with internal and external stakeholders,
    • Understands the messages and reasoning that are most likely to persuade the relevant audience to support courses of action that will impact children,
    • Demonstrable track record of leading changes with strong positive results for the organisation,
    • Highly developed cultural awareness and ability to work well in an international environment,
    • Experience of building personal networks, resulting in securing significant new opportunities for the organisation,
    • Writing and presentation skills, particularly in English and Bahasa Indonesia,
    • Experience of effective teamwork and outstanding inter-personal communication skills,
    • Experience of coalition building and working with civil society actors to deliver change,

    Desirable Skills and Experience

    • An understanding of human/child rights and development, international relations and humanitarian emergency response, and trends in donor policy.
    • Good contacts in the relevant field, including the work of academic/research contacts, NGOs, UN agencies.
