Expertise France is the public agency of French international technical cooperation. The agency operates around four priorities:

  • democratic, economic and financial governance;
  • security and stability of countries in crisis/post-crisis situations;
  • sustainable development;
  • strengthening health systems, social protection and employment.

In these areas, Expertise France carries out engineering and implementation missions for capacity building projects, mobilizes technical expertise and acts as an aggregator of projects involving public expertise and private know-how.

With an activity volume of 233 million euros, more than 400 projects in portfolio in 80 countries, and 63,000 days of expertise, Expertise France focuses its action towards France’s solidarity policy, influence and economic diplomacy.

Under the authority of the Project Coordinator and with operational relations with the agency’s Communication Unit at headquarters, the Communication Expert’s mission will be to develop and implement the project communication plan, inform the various project stakeholders and enhance their awareness and understanding of AQIP’s activities, its issues and its outcomes, as well as provide visibility to the actions of Expertise France and its partners via the project activities.

Prepare and consolidate the project communication plan

  • Produce/consolidate the project communication plan and its budget, in consultation with the project team, the donor and Expertise France’s Communication Unit;
  • Ensure the visibility of Expertise France and the donor in the project communication, respecting the guidelines of the agency’s Communication Strategy, as well as the visibility and communication rules of donors and partners;
  • In consultation with the Project Coordinator, manage and monitor the project communication budget;
  • Establish monitoring indicators for the communication activity and provide regular reporting to the project teams, the country representatives and the Communication Unit at headquarters; and,
  • Identify communication opportunities related to activities in the field and in the ASEAN Member States. That is, prepare and share project milestones (e.g., signings, launches, events, missions and flagship activities, submission of key deliverables, closing and capitalisation).

Implement the activities of the communication plan

  • Draft and disseminate communication content and materials with contributions from the project experts and the various stakeholders (articles for Expertise France’s internal website and the project page, posts on social networks, press kits and releases, presentation brochures, reports, discussion points, advertising items, etc.);
  • Produce communication materials and tools and manage stocks (leaflets, brochures, goodies, kakemonos, etc.);
  • Disseminate communication materials and content to the project stakeholders, partners and target audiences, via the various media used;
  • Organise project communication events (conferences, workshops, etc.) as well as explore project representation during national and international events related to the projects theme. This should not be limited to Expertise France events, but also forums, international conferences and partner events. Manage the preparation, content, logistics, invitations and capitalisation on these events;
  • Manage relations with the local media (journalists in the country of operation) including invitations, follow-up phone calls, press reviews, local press sheets, etc;
  • Manage orders and relations with communication service providers (printers, audiovisual service providers, graphic designers, events agencies, etc.); and,
  • Create and update a dissemination list for project communication.

The Agence Française de Développement (AFD) aims to support the public policies of its South East Asian partners to improve air quality. To this end, the Air Quality Improvement Program (AQIP) was designed and has been structured into two distinct components:

  • The first involves setting up operational support of specific air quality management related programs at the national level in three countries in the region, namely, Cambodia, Indonesia and Thailand.
  • A second component, is ASEAN wide intended to develop actions to improve public policies on air quality management at the regional level with key activities inclusive of the preparation of technical studies and organizing capacity building activities such as training programs and study tours.

While these two components are being implemented separately, there is a need to explore complementarities so that the activities carried out in each component benefit the other.

Expertise France (EF), as the implementing agency for the second component, has the following responsibilities:

  • Steering, managing and coordinating the AQIP ASEAN project;
  • Ensure the production and implementation of all project activities, by mobilizing the necessary expertise, both public and private, and ensuring the associated procurement and contracting processes are efficient and transparent;
  • Ensure the mobilization of logistical resources in the implementation of the various activities;
  • Ensure the follow-up, monitoring, reporting and evaluation of the project, both for the beneficiary (ASEAN) and for AFD and its own needs, are appropriate and sufficient;
  • Ensure communication and visibility for this cooperation project, which is strategic for AFD and ASEAN; and,
  • Throughout the project, the activities and results of the national component will be passed on by AFD and taken into account by the EF project team in the activities of the ASEAN component, based on their relevance, in order to ensure optimal, coordinated progress for both project components.

Expertise France is the French public agency for the design and implementation of international technical cooperation projects.

Qualifications and competencies:

  • Higher education qualification, with Master’s degrees in Communication/Journalism, International Relations or Public Policy;
  • Ability to work fully in English; working level proficiency in French is a plus;
  • Proven skills in intercultural communication, public relations, project coordination;
  • Excellent writing and interpersonal skills;
  • Ability to work in a team as well as independently remotely;
  • Exhibits creativity as evidenced in portfolio of work;
  • Realiable, responsive and proactive
  • Good command of Social Community Management: Twitter, Linkedin, Facebook; social network Suites; FlickR;
  • Command of the main tools of the Adobe Suite (Indesign, Photoshop); and,
  • Command of the Outlook Suite.

Professional experience

  • At least 3 years’ experience in development communication at the international level;
  • Experience in the public/institutional sector and/or international cooperation/development assistance programs/projects;
  • Experience in the communication about sustainable development topics, more particularly in air quality management is a plus;
  • Experience working with ASEAN, UN agencies and other international entities would be advantageous;
  • Proven experience in organising international events and multichannel communication campaigns.

  • Location of the mission: Jakarta for face-to-face meetings (as needed) – remotely for the rest
  • Duration of the mission: 17 months
  • Starting date of the position: March 1st 2024
