UNDP Indonesia has a wide range of initiatives addressing some of the pressing priorities in Indonesia. In this context, Climate Change – adaptation and mitigation – is a key part of the UNDP Indonesia’s work. And given the cross-cutting and multi-disciplinary nature of the issues, other parts of the UNDP Indonesia’s programme streams – health, renewable and sustainable energy, sustainable finance, gender among others – are synergistic with the climate portfolio.

At the heart of the Climate-related initiatives is the concerns of environmental degradation GHG emissions. Various initiatives actively addressed sectors related to the major contributors to national GHG emissions that were Forestry, Land Use, and Land Use Change (FOLU), Energy, Waste Management, and Agriculture. At the same time, the role of the Blue Economy has also become prominent in Indonesia and UNDP Indonesia has added the Blue Economy to its focus. While not originally part of Indonesias Nationally Determined Contributions (NDC), the Blue Economy is gaining traction for its economic and ecological potential in the marine and coastal sectors, encompassing sustainable practices such as fisheries, aquaculture, marine tourism, and renewable energy. In the area of Climate Mitigation, the CO is engaged in numerous projects, including the development of emission caps, carbon pricing, and flagship projects driving Indonesia towards a sustainable, low-carbon future. Efforts extend to avoiding GHG emissions through projects focused on maintaining forests and conserving endangered species.

Against this background, UNDP Indonesia is seeking a dynamic and experienced individual to fill the crucial role of Advisor. The primary objective of this position is to provide strategic guidance and advice to Senior Management, while ensuring that various initiatives related to Natural Resources Management are being taken forward in an effective and results oriented manner.

As a Advisor, the successful candidate will be entrusted with the responsibility of offering expert advice on a wide range of issues, and identifying programmatic and resource mobilization objectives, including through resources and projects pipelining from traditional and non-traditional financing sources. The Advisor will also provide strategic advice on the technical aspects of natural resources, contribute significantly to assessment reports, and offer strategic guidance on how these reports can be used by decision-makers, donors, and for securing resources for future projects.

Reporting directly to the Deputy Resident Representative and with technical guidance from the Head of Environment Unit, the Advisor will provide strategic direction and technical advisory support to position UNDP Indonesia as a through leader, and preferred partner in areas related to Natural Resources Management, and its link to sustainable development. the projects’ teams to ensure high quality project development and implementation.

The NPSA holder will directly report to Deputy Regional Representative and will be technically supervised by the Head of Environment Unit, with an emphasis on functions related to government counterparts, donor community, international financial institutions, and the UN agencies. As part of the incumbent’s duty, the NPSA holder will also participate in policy dialogues, discussions, and any strategic meetings held by UNDP, or with any assigned institutions.


Duties and Responsibilities:

Ensures provision of high-quality policy advisory services focusing on achievement of the following results:

  • Provide strategic portfolio to address future development challenges and potential for resource mobilization in blue economy and marine pollution, environmental financing, water management, etc.
  • Provide high-level government engagement to advocate UNDP’s value added and strategic interventions.
  • Advise senior management and Head of Unit in a timely manner of issues, trends, challenges and risk to enable timely remedial actions.
  • Support programme design with development partners, UN Agencies and implementing partners for the portfolio, ensuring robust articulation of Theory of Change and results from framework linking inputs and activities to programme outputs and outcomes, supported with evidence to report on the Strategic Plan and CPD indicators.
  • Contributes to the analysis of the political, social, and economic situation in the country and ensures collaborative and coordinated preparation/revision of CCA, UNSCDF, CPD, annual business planning,
  • Provision of advisory support in the process to develop an Integrated Work Plan and results reporting, project documents, policy briefs, briefing notes and other programmatic documents.
  • Identifies and pursues strategic programmatic areas of cooperation based on strategic goals of UNDP, country needs and donors’ priorities and operationalization of CPD with the Government and other partners of UNDP. Identifies, promotes and facilitates innovative development solutions to the delivery of results.
  • Leverages innovative approaches, resources, and collaborative efforts to enhance programme and project impact.
  • Support the comprehensive landscape and key stakeholder analysis to determine implementation activities for climate financing, and to identify key stakeholders involved • Provide innovative business development advisory services for new project pipelines and expand to non-traditional donors.
  • Provide follow-ups across a range of project pipelines, ensuring effective support and guidance in the successful obtainment of resource mobilization.
  • Develop concise briefing notes and talking points for the Senior Management and Head of the Environment unit, as required.
  • Conduct regular (e.g. bi-weekly) check-in meetings with the Head of the Environment unit and Senior Management to provide updates on the progress of ongoing initiatives.
  • Prepare comprehensive concept notes for new project pursuits, outlining key objectives and potential outcomes.
  • Conduct thorough reviews of potential donors, ensuring diligent follow-ups and arranging meetings to facilitate sustained resource mobilization for the Environment unit. To effectively mobilize resources, thorough reviews of potential donors are conducted through diligent research and evaluation of alignment with unit goals. Continuous follow-ups, including arranging meetings, are crucial for fostering sustained relationships. Strategic communication to articulate the units impact and values, to be complemented by customized proposals and transparent budgeting. Collaboration with stakeholders ensures comprehensive engagement, while monitoring and reporting mechanisms demonstrate accountability to donors. Cultivating long-term relationships and learning from evaluation processes contribute to the ability to secure consistent support for environmental initiatives.
  • Provide technical guidance and serve as a lead technical resource for the provision of technical assistance and capacity building initiatives in the implementation of the natural resources governance, e.g. forest governance, peat restoration, biodiversity governance and financing, extractive industries and marine and coastal governance and land reform related issues. Ensure strategic support for the capacity-building of environmental governance’s key beneficiaries are managed effectively.
  • Develop and maintain quality of technical assistance provided through the pool of experts and consultants as relevant to the needs of key beneficiaries under natural resources governance sector.
  • Development of policies and institutions that will address the identified problems, recommendations and needs based on the assessment results in collaboration with the Government and other strategic partners.

Provides strategic direction and support to implementing partners and technical specialists in conducting participatory and multi-stakeholder sectoral reviews:

  • Facilitate the establishment of mechanisms for coordination, dialogue, and learning among actors (bureaucrats and practitioners) in each key sector.
  • Review each actor’s mandate, plan, map activities, work areas and strengths/weaknesses (sector baseline).
  • Provide technical support to multi-stakeholder mechanisms, especially in regard to the donor coordination and government/civil society partnership-building activities.
  • Development of practical policies and plan recommendations.

Provides strategic direction for an effective resource mobilization, focusing on the following results:

  • Support the sector mapping to inform financing priorities and strategies for Nature, Climate and Energy.
  • Ensures the development of project pipeline generation for development financing.
  • Foster a culture of intellectual curiosity, creativity, collaboration, experimentation, and commitment to embodying the highest ideals of the United Nations.
  • Advocate the goals of the United Nations in relevant forums (e.g., conferences, workshops).
  • Provide strategic and substantive content for high level communications, speeches, publications, and statements.
  • Effective leadership on resource mobilization from private and public resources.

Facilitate and lead knowledge development and thought leadership, to establish high quality knowledge building and management information system focusing on achievement of the following results:

  • Ensure that required expertise and technical assistance is made available to government and civil society partners/counterparts. - Ensure the programme policy linkages are identified and captured in the form of knowledge products, or policy papers, based on evidence from implementation of various initiative.
  • Effective mechanisms and systems in place and functioning to identify, document and synthesize lessons learned and best practices for sharing and learning throughout the region.
  • Develop narratives and compelling write-ups capturing the essence of UNDP Indonesias initiatives and impacts related to, but not limited to natural resources management and sustainable development.
  • Maintain project briefs and activity information for civil society, bilateral donors, academia, private sectors, and other stakeholders as appropriate to support UNDP’s public awareness activities including through preparation of statements and other communication materials.
  • Provision of high-quality information and analysis to the government counterparts to inform the strategic direction of local development priorities.
  • Coordinate and organize the relevant studies to collate research-based information, evidence, and facts to enrich the achievement of development results.
  • Ensure development results are communicated to all relevant stakeholders.
  • Provide support to high-level events leveraging UNDP’s position in strategic areas such as international waters and law enforcement.
  • Effective strategic input for capacity building training for project/programme staff to facilitate appropriate management and timely delivery of project outputs including in gender analysis and gender mainstreaming.

  • Prior experience in environmental consulting, private sector, and/or business development is an asset.
  • Extensive knowledge and experience of the environment/climate vertical funds such as the Global Environment Facility, Green Climate Fund
  • Track record of successful partnerships with development partners, philanthropies, private sector and others
  • Proven success in resource mobilization and experience in developing partnerships across a wide range of organizations -Experience in representing senior management and conducting high level meetings.
  • Professional Certificates Professional Certification in programme or project management (e.g., PMP, PRINCE-2, MSP etc.) is a distinct advantage.
  • Experience in fostering networks and partnerships and ability to provide coordination with the UN Agencies, international and other organizations present in the sector.
