PROJECT BACKGROUND The Collaborative Fisheries Management or “Ber-IKAN” Activity seeks to advance Indonesias self-reliance to protect marine biodiversity by improving sustainable and equitable management of fisheries. This 5-year project contributes to the 2020-2024 USAID Indonesia Country Development Cooperation Strategy (CDCS), and focuses on the following four main objectives:
  • Improved adoption of and compliance with evidence-based fisheries policies for priority fisheries.
  • Strengthened small-scale fisheries governance.
  • Increased government and market-based incentives for sustainable seafood products.
  • Improved protection of Endangered, Threatened, and Protected (ETP) marine species affected by fishing practices
POSITION MANDATE The Resonance Chief of Party (COP) for the USAID/Indonesia Ber-IKAN Activity is the project’s senior leadership position which leads the technical implementation of the project and ensures overall contractual compliance and achievement of results. The COP bears primary responsibility for overall leadership, technical oversight, planning, implementation for the USAID Ber-IKAN Activity. S/he ensures compliance with all USAID and Resonance regulations, policies, laws, and quality control to produce high quality products which meet USAID standards. S/He serves as the primary point of contact with USAID and both national and local government counterparts and contributes to successful, positive relationships with the client and other key stakeholders. The COP oversees the work of project subcontractors and works closely with the technical staff to ensure the Grants Under Contract (GUC) program is contributing to the project’s indicators. The COP liaises with the project operations and technical teams, home office project management unit (PMU), clients, and partners to ensure contractual compliance, quality control of project contractual deliverables, and smooth communications. The project is currently being implemented and runs until July 4, 2027. OUTCOMES / ESSENTIAL FUNCTIONS Additional responsibilities include, but are not limited to: External Coordination
  • Liaise and coordinate directly with the USAID Contracting Officer’s Representative (COR), USAID’s Contracting Officer (CO), and other staff from USAID/Indonesia as appropriate.
  • Serve as key liaison with primary subcontractors, providing strategic oversight, leverage their expertise, and ensuring successful, and compliant implementation.
  • Support technical specialists in developing strategic partnerships with implementing partners including Indonesian ministries, other USAID-funded projects, other donor funded projects, NGOs, the private sector, and other local stakeholders.
  • In coordination with the DCOP, engage with the key Government of Indonesia counterpart – the Ministry of Marine Affairs and Fisheries (known by its Bahasa Indonesia acronym, KKP) at the national and provincial level to advance project activities.
  • Support solicitations, award, and management of procurements for goods and services as well as GUC.
  • Represent USAID Ber-IKAN activity in external meetings and workshops.
Internal Management
  • Provide overall internal team leadership and manage and support technical staff, local and international, to achieve project goals and ensure completion of activities, including grants on schedule and within budget.
  • Lead the development of the USAID Ber-IKAN annual work planning process with support from the DCOP.
  • Support Ber-IKAN project implementation including annual work plan development and designing strategic and cost-effective activities based on country context, best practices, and evidence-based learning.
  • Work closely with the Director of Finance and Operations to oversee planned expenditures in line with annual and overall project budget.
  • Contribute to the successful achievement of USAID Ber-IKAN results by ensuring the quality and timely submission of deliverables as well as the design and implementation of activities.
  • Supervise the project’s cross-cutting teams, including Monitoring, Evaluation, and Learning (MEL), Communications, Grants, Gender Equity, Disability, and Social Inclusion (GEDSI), and Capacity Building.
  • Oversee and provide analysis for MEL mechanisms and outputs to ensure effective implementation and regular documentation of project results.
  • Coordinate with Resonance home office to ensure project compliance with contract requirements, USAID rules and regulations, and Resonance policies and procedures.
Technical Contributions
  • Lead the design and oversee compliant implementation of the USAID Ber-IKAN Activity GUC program by working with the technical team to ensure GUC strategy is aligned with the overall USAID Ber-IKAN Activity technical strategy; supporting outreach and compliance.
  • Oversee timely and quality compliance with USAID branding and marking and contract reporting requirements including quarterly, and annual reports and deliverables.
  • Respond to relevant, ad hoc requests from USAID with support of the DCOP and home office PMU.
REQUIRED EDUCATION & EXPERIENCE
  • At least 10 years of experience managing international donor-funded development projects.
  • Advanced degree in international development, natural resources management, marine and coastal studies, fisheries management, or related field, or 5 additional years of related work experience.
  • Experience on similar development programs in Indonesia.
  • Experience working with host country governments to meet government needs and achieve USAID expected results.
  • Experience liaising with high-level representatives from public and private sectors and USAID and other donor-funded activities and engaging with local organizations and stakeholders in Indonesia.
  • Demonstrated leadership in effective project management, technical and analytical skills, and personnel management, particularly in a remote environment.
  • Proficiency addressing factors that maximize gender and social inclusion, MEL, and communications.
  • Excellent speaking, reading, and writing ability in English.
PREFERRED EDUCATION & EXPERIENCE
  • Experience in sustainable fisheries management, coastal resource management and/or coastal livelihoods.
  • Professional competency in Bahasa Indonesia.
  • Experience as a COP or DCOP on a USAID project.
WORK ENVIRONMENT & PHYSICAL DEMANDS
This position operates in a professional office environment, and routinely requires the use of standard office equipment such as computers, phones, printers, photocopiers, and filing cabinets.

The employee must be able to make substantial repetitive motions of the wrists, hands and fingers. The employee must be able to lift and move up to 15lbs at times.
