Job Description :

The Association of Southeast Asian Nations (ASEAN) was founded in 1967 with the purpose of promoting regional cooperation in Southeast Asia, in the spirit of equality and partnership and thereby contribute towards peace, progress and prosperity in the region. ASEAN comprises ten (10) countries in Southeast Asia, with Timor Leste as its 11th member with an “Observer” status. It was proclaimed a community through the “Kuala Lumpur Declaration on ASEAN 2025: Forging Ahead Together,” signed by the ASEAN Leaders during the 27th ASEAN Summit in Kuala Lumpur, Malaysia, in 2015. The ASEAN Community Vision 2025 calls for the ASEAN Community in forging ahead together, and to work towards building a community that is politically cohesive, economically integrated and socially responsible.

The ASEAN Secretariat was established in 1976 by the Foreign Ministers of the ASEAN Member States with basic functions of providing greater efficiency in the coordination of ASEAN organs and for more effective implementation of ASEAN projects and activities. It is also envisioned to be the nerve centre of a strong and confident ASEAN Community that is globally respected for acting in full compliance with its Charter and in the best interest of its people.

In alignment with the ASEAN 2025 and Key Aspirations of the three pillars of the ASEAN Community, namely the ASEAN Political-Security Community, the ASEAN Economic Community and the ASEAN Socio-Cultural Community, supported by the Department of Community and Corporate Affairs of the ASEAN Secretariat is inviting Indonesian Citizens or ASEAN Nationals who are already residing and eligible to work in Indonesia to apply for the position of Competition Policy and Law Officer, Competition, Consumer Protection & IPRs Division, ASEAN Economic Community Department.


Remuneration and Benefits:
Successful candidate will be offered a basic salary of IDR 16,835,950 and attractive remuneration package including monthly transportation allowance, outpatient medical reimbursement, hospitalisation & life insurance, annual bonus of a month’s basic salary, and gratuity. Subject to good performance during the probation, the candidate will be offered a fixed term contract of three (3) years, inclusive of the 6-month probationary period.

Responsibilities

  • Reporting to the Assistant Director/Head of Competition, Consumer Protection & IPRs Division (CCPID), ASEAN Economic Community Department, the Officer shall largely be responsible to:
    • Provide technical and administrative support to the ASEAN sectoral bodies (i.e. ASEAN Experts Group on Competition, ASEAN Heads of Competition Agencies, ASEAN Competition Enforcers’ Network, and the AANZFTA Committee on Competition) and other related units in the work on ASEAN integration and ASEAN cooperation with Dialogue Partners in competition policy and law:
      • Responsible for the logistics and other arrangements of meetings/workshops/symposia and other events;
      • Compile and develop relevant supporting documentation for meetings and other events;
      • Assist in the preparation of documents and other required information;
      • Assist in monitoring and tracking of AEGC’s projects and programmes through regular updates;
      • Assist in the rapporteuring work and report writing for ASEAN and other meetings and workshops;
      • Undertake follow-up actions and decisions from these events, including drafting post-mission reports and promoting AEGC work;
      • Provide regular reports and documentation as required to the higher ASEAN bodies such as SEOM and AEM.
    • Provide support with respect to the implementation of programmes and projects in the area of competition policy and law and other related matters:
      • Assist in formulating project proposals and the budget of programmes/projects;
      • Assist in the implementation of programmes/projects,including coordinating with the relevant parties and consultants, and collecting and analyzing data;
      • Assist in making interim and final project reports;
      • Monitor the implementation of programmes/projects; and
      • Maintain and manage the documentation of programmes/projects.
    • Assist with FTA negotiations with regard to competition policy-related matters:
      • Compile data and background information on related issues;
      • Assist with research and providing technical inputs as necessary on related issues;
      • Provide meeting support such as managing logistics, documentation and reporting; and
      • Follow-up after each meeting including post-meeting reports.
    • Assist the coordination with donor organisations in the implementation and monitoring of competition-related projects from dialogue and development partners, among others:
      • ASEAN-German Cooperation Programme;
      • AANZFTA Economic Cooperation Work Programme;
      • Organisation for Economic Cooperation and Development (OECD);
      • UN Conference on Trade and Development (UNCTAD);
      • European Commission;
      • Competition and Markets Authority;
      • US Department of Justice and Federal Trade Commission;
      • Japan Fair Trade Commission;
      • Korea Fair Trade Commission;
      • State Administration for Market Regulation of the People’s Republic of China; and
      • Canada Competition Bureau.
Qualifications
    • Advanced university degree (Master’s or equivalent degree) in Economics or Business Law; or other discipline in an appropriate related field.
    • Bachelor’s Degree in Economics or Law with at least two (2) years relevant working experience in lieu of the advanced degree is also acceptable for the position.
    • Demonstrated knowledge and policy, research and technical skills in the relevant area and ability to acquire them.
    • Demonstrated ability to plan and organise tasks and work flows, is careful and detailed, with proven ability for accuracy under pressure and adherence to deadlines.
    • Demonstrated sound oral and written communication skills and sound interpersonal skills, including experience in cross-cultural environment and international settings.
    • Demonstrated commitment to collaborative work practices, including with other stakeholders and dialogue partners.
    • Proven skills in problem solving in a complex organisational environment and in work planning.
    • Willingness to learn and initiate work.
    • Ability to multi-task, work long and irregular hours, perform tasks outside the usual job scope, and willingness to travel frequently on short notice.
    • Good command of English, written and spoken.
    • Competency in computer skills with good working knowledge of Microsoft Office (Word, Excel, PPT), Outlook, Microsoft Power Automate, Microsoft Teams, and Microsoft Forms
